Thai Public Television reported that an investigation by the Ministry of Industry found that about 10% of the steel bars used in the collapsed building did not meet specifications. Thitiphat Thongplew, an assistant to the Minister of Industry, revealed that the Thai Steel Institute tested 20 steel bar samples taken from the accident site, and two steel bar samples of different sizes failed the test. Their quality, chemical composition, and compressive strength were all substandard. Photos provided by the Ministry of Industry showed that this batch of steel bars belonged to the "Sky" brand, and the manufacturer was Xinkeyuan Steel Company. The factory of this company located in Rayong Province was closed by the authorities last December for violating safety regulations.
